Permit and Licensing Guidelines

Permits & Licensing will be based on your scope of operation and the gross vehicle weight of your truck.

A. GVW 10, 001 and up required
  • Unified Carrier Registration (UCR) (this fee is based on the number of units crossing state lines.)
  • This permit renews every Jan. 1st and is required by all motor carriers and brokers.
B. GVW 26,001 and up required
  • UCR
  • IRP plates
  • IFTA -Quarterly filings are required even with 0 miles.
C. Kentucky  permit 59,999 GVW and up required
  • This permit is yours until you cancel the account.
  • Quarterly filings required even with 0 miles.
D. New Mexico permit 26,001 GWV and up required
  • If you are under 26K you will be required to purchase a trip pass at the port of entry.
  • This permit renews annually by Jan. 1st
  • Quarterly filings required even with 0 miles.
E. New York permit 18,000 GVW and up  required
  • This permit currently renews in 3 year blocks. (Blocks are determined by the state. Call OOIDA’s permit department for details.)
  • Quarterly filings required even with 0 miles.
F. Oregon Permit 26,001  GVW and up required
  • Fees vary based on number of trucks
  • Monthly filings must be made to the state. If you fail to do these filings your authority will be revoked.
  • Bonds are required
  • You can avoid the permits and bond by purchasing a trip pass at the port of entry or by calling Oregon DOT. We advise carriers who only travel through this state from time to time purchase trip passes, no additional filings have to be made.
G. Intra State permit
  • When a carrier picks up and delivers a load within any one given state, depending on the state you may have additional permitting required.
H. New Jersey Business Registration
  • This is required for all motor carriers who conduct business in New Jersey.
  • The fees and taxes will be based on your business entity. (Sole proprietor, LLC, or Inc.)

Standard Carrier Alpha Code (SCAC)

  • This is an additional identification code that is required when crossing into Canada, Mexico, transporting Government or Military loads.  Some larger retails chains may also require this.
  • Renews annually
Special Permits
  • For Alcoholic Beverage Permits call the appropriate state agencies.
  • For US Hazardous Materials/Waste Permits call 202-366-4109.
  • For state Hazardous Material/Wastes Permits call the appropriate state agencies.
Ad Valorem Taxes
  • Currently there are three states that have these taxes, Arkansas, Kansas, and Kentucky. Kentucky’s ad valorem taxes are included with your apportioned registration. There are no forms to complete and return to the state.
  • This is a tax on the valuation of your equipment prorated on the number of miles that you ran in that state the prior year.
  • These taxes are law and you must fill out the property tax valuation report every year and return it to the appropriate state by the due date. If not returned by the due date, you could get hit for penalties and interest.
  • The state will send you a bill at the end of each year.
Heavy Vehicle Use Tax (HVUT or 2290)
  • This is the tax that is paid to the IRS annually for any vehicles with a GVW of 55.000# or more.  This is paid for a time period from July 1 – June 30.  It is to be paid July 1; however there is a grace period for payment until August 31.
  • A stamped paid receipt is required for obtaining your apportioned plates or processing your renewals for those plates.

IRP or Apportioned Plates
  • Any vehicle that has 2 axles and a GVW or registered GVW in excess of 26,000# OR has 3 or more axles, regardless of weight OR is used in combination when the GVW of such combination exceeds 26,000#.
  • Crossing state lines

IFTA
  • Any vehicle that meets the above criteria of the IRP must also be registered with the International Fuel Tax Agreement or IFTA.
  • Quarterly filings required even with 0 miles
