Gabrielle Giffords, D-Tucson, said she plans to continue her campaign for
a primary
law for seat belt enforcement in the state.
Under a primary seat belt law police could pull over and ticket
drivers solely for not buckling up. Currently, police cannot cite a driver
for a seat
belt violation unless the driver is pulled over for other reasons.
Giffords sponsored a bill during this year's legislative session that
would have toughened Arizona's seat-belt law. However, the bill did not
pass.
