10/8/03-A bill to prohibit drivers’ use of hand-held cell phones failed
to pass before lawmakers adjourned for the year.
HB83, sponsored by Rep. Bobby Parham, D-Milledgville, would have
permitted only “hands-free” devices in moving vehicles.
The infraction would have been a secondary offense, meaning police
could only ticket drivers if pulled over for some other offense. Violators
would have been fined $15.
The bill exempted emergency calls.
It was in the House Motor Vehicles Committee when the session
ended in April.
