7/10/03 - A bill that would require drivers to keep their hands off the phone has died.
HB1431, sponsored by Rep. Arthur Morrell, D-New Orleans, would have permitted drivers to use only “hands-free” devices in moving vehicles. Violators would have been fined $15.
The bill was still in the House transportation committee when the Legislature adjourned June 23.

4/9/03 - A Louisiana lawmaker has introduced legislation that would require drivers to keep their hands off the phone. The bill would exempt emergency calls.
HB1431, sponsored by Rep. Arthur Morrell, D-New Orleans, would permit drivers to use only “hands-free” devices in moving vehicles. Violators would be fined $15.
