2/17/03-HB63, a bill to ban the
use of hand-held cell phones by drivers, died in committee.
The measure would make the infraction a secondary offense, meaning
police could only ticket drivers if they had pulled them over for
some other offense.
The bill would exempt emergency calls and cell phones that are connected
to a hands-free device.
2/6/03-Delegate John S. Arnick
(D-Baltimore) has amended a bill he proposed to ban the use of hand-held
cell phones by drivers.
His revision to HB63 would make the infraction a secondary offense,
meaning police could only ticket drivers if they had pulled them over
for some other offense.
The bill would exempt emergency calls and cell phones that are connected
to a hands-free device.

have introduced a bill that would ban the use of cell phones in a moving
vehicle unless the driver is reporting an emergency.
