law deeming any hazmat violation a "high misdemeanor" is under review.
Violators would be arrested and fingerprinted, pay a $500 fine and possibly
spend a year in prison. However, a proposed amended version would redefine
hazmat infractions as civil penalties. More severe sanctions would apply
for drivers who "knowingly or willfully" violate federal
hazmat rules.
