The infraction would be a secondary offense.
The bill was in the House Transportation Policy Committee when the regular legislative session adjourned May 19.

4/29/03-The Minnesota Legislature is reviewing legislation that would require drivers to keep their hands off cell phones.
HF122 would prohibit hand-held cell phone use while driving. Talking on a phone equipped with a “hands-free” device would still be permitted.
The infraction would be a secondary offense, meaning police could only ticket drivers if they had pulled them over for some other offense. The bill would exempt emergency calls.
It is in the House Transportation Policy Committee. An identical bill – SF124 – is in the Senate Finance Committee.
For House bill status, call (651) 296-6646.
