7/18/03-Legislation
to designate 10 cities to adopt ordinances authorizing the use of automatic
traffic control enforcement systems to catch red light runners on highways
or roads within their jurisdiction has died.
Under SB90, if the road were a state highway, the city would have been
required to enter into an agreement with the Transportation Commission before
installing such a system.
The vehicle owner would be considered the violator unless the owner made
an affidavit identifying the true operator of the vehicle.
One year after the city adopted its ordinance, the Department of Transportation
would have reported on the effectiveness of the automated traffic-control signal
enforcement systems. The report would have been reviewed by the General Assembly
to determine further use of the systems.
The bill was in the Senate Transportation Committee when the regular
session ended May 17.
