9/25/03-A proposal to permit police to pull over drivers for failure
to wear a seat belt is dead for the year.
LB166, sponsored by Sen. Dennis Byars, R-Beatrice, called for
permitting police to pull over drivers if they are not buckled up.
Under current law, police can issue seat-belt citations only if they
stop drivers for another traffic violation.
The bill forbade police to search vehicle occupants solely for
a seat belt violation.
It was in the Transportation and Telecommunications Committee
when the regular session ended May 30.
