1/13/04-A bill that would make it illegal for drivers to engage in any activity that would be distracting, failed to gain passage before the session ended Jan. 12.
Under A3939, such activities as eating, drinking, reading, gabbing on a phone, or grooming could result in a fine. Such infractions would be a secondary offense.
A similar bill – S338 – banning drivers from using hand-held phones, however, passed the Legislature and is awaiting the governor’s signature.
