6/2/03-A bill that would have required drivers to keep their hands off the phone has died.
SB390, introduced by Sen. Rodney Ellis, D-Houston, called for banning hand-held cell phone use while driving. Talking on a phone equipped with a “hands-free” device would still be permitted.
The proposal was in the Senate criminal justice committee when the regular session ended June 2.

SB390 would ban hand-held cell phone use while driving. The bill would exempt emergency calls and cell phones that are connected to a "hands-free" device.
