7/14/03-SB698, an effort to require unsolicited
e-mails, or “spam,” to be properly labeled in the subject line
to indicate its contents, has died. It was still in the Senate business and
commerce committee May 15 at the deadline for proposals to be voted on.
The bill prohibited e-mails from containing false or deceptive
information in the subject line. Violators could have potentially been fined
$10 for each unsolicited message.
A similar bill – HB1282 – was signed into law June 20.

Sen. Bob Duncan, R-Lubbock, has sponsored legislation that would
require unsolicited e-mails, or "spam," to be properly labeled
in the subject line to indicate its contents. The e-mails can also not
have false or deceptive information in the subject line.
SB698 would create a civil and criminal penalty against spam. Violators
could potentially be fined $10 for each unsolicited message.
