1/21/03-Virginia legislators
have effectively killed a bill that would authorize the use of cameras
to ticket people who run red lights.
The House of Delegates voted 51-46 on Jan. 20 to send HB1696 back to
committee, unchanged. The move effectively kills the measure for the
year.
The bill's proponents told The Washington Post the move was designed
to sidestep a vote on the measure, which they worked years to obtain.
The bill's sponsor, Delegate Michele B. McQuigg (R-Prince William),
acknowledged the vote probably spells the demise of the bill, though
Delegate Robert G. Marshall (R-Prince William) vowed to employ his own
parliamentary moves to keep it alive.
"I'm going to look for a bill that can be creatively amended,"
Marshall told The Post. "If there's another vehicle out there,
we'll find it."
