10/19/04-Gov. Arnold Schwarzenegger has signed a bill into law requiring all vehicles in California to use their headlights during bad weather.
The new law, previously AB1854, requires use of headlights during inclement weather, which the law defines as “a weather condition rendering a driver's visibility from a motor vehicle insufficient to clearly discern a person or another motor vehicle on the highway at a distance of 1,000 feet.”
It amends existing state law requiring all vehicles to be equipped with headlights and to use them in darkness, with the exception of motorcycles.
The measure passed the Assembly by a 63-16 vote, and received approval by the Senate 23-8. The governor signed it Sept. 9.
The new law will take effect Jan 1, 2005.

8/17/04-A bill that would require all vehicles in California to use their headlights during bad weather has been approved by the General Assembly.
Existing California law requires all vehicles to be equipped with headlights and to use them in darkness, with the exception of motorcycles.
AB1854, sponsored by Assemblyman Joe Simitian, D-Palo Alto, would also require use during inclement weather, which the bill defines as “a weather condition rendering a driver's visibility from a motor vehicle insufficient to clearly discern a person or another motor vehicle on the highway at a distance of 1,000 feet.”
The bill passed the Assembly 63-16 in May, and was approved by the Senate Aug. 16 by a 23-8 vote.
It has now been passed back to the Assembly for final approval, after which it will head to Gov. Arnold Schwarzenegger for his signature.

Both the Transportation and Appropriations committees have approved the bill.
