1/19/04-Assemblyman Joe Simitian, D-Palo Alto, plans to introduce a bill that would make it illegal to use a cell phone while driving unless the driver uses a hands-free device.
The bill would exempt emergency calls.
It would be similar to AB45, which stalled last year in the Senate Transportation Committee. Simitian may attempt to resurrect that bill as well.
