3/23/04-Gov. Bill Owens has signed legislation into law intended to keep slowpokes out of the left lane on Colorado multi-lane highways.
The new law – HB1076 – gives troopers more authority to ticket drivers who go too slowly in the left lane, blocking the normal flow of traffic.
Under the new rule, which takes effect July 1, those who lag in the left lane could be ticketed and fined between $15 and $100 with no points off the driver’s license if they are blocking the flow of traffic.
The only exceptions would be for left turns – if permitted – or if the volume of traffic does not allow a vehicle to merge safely back into a nonpassing lane.

The Senate approved the bill Feb. 25. The House approved the bill earlier in the month.
Under HB1076, sponsored by Rep. Alice Madden, D-Boulder, those who lag in the left lane could be ticketed and fined between $15 and $100 with no points off the driver’s license if they are blocking the flow of traffic.
Current Colorado law allows for drivers to use the left lane as long as they are traveling a “normal rate of speed.”

The House Transportation and Energy Committee approved the bill Jan. 28. It now heads to the House floor for consideration.
The bill’s sponsor, Rep. Alice Madden, D-Boulder, hopes HB1076 cuts down on road rage and eases traffic woes on the state’s highways.
