4/16/04-Gov. Bill Owens signed a bill prohibiting a driver from deliberately obscuring their license plate to make it unreadable.
The new law, which takes effect in August, also would outlaw controllers that can change some traffic signals from red to green.
A traffic-light changer is designed to allow police, fire and other emergency officials to clear intersections before they approach. But some impatient drivers have managed to purchase them on the Internet.
Under HB1197, anyone found in violation would be fined $100.

The bill passed the Senate Feb. 25 with amendments. It has been sent back to the House for final approval.
