3/24/04-A measure to fine Illinois drivers who commit a traffic violation while using wireless phones is awaiting a final vote in the House.
The bill, introduced by Rep. John Millner, R-Carol Stream, would fine a driver $79 if they are using a wireless phone when they commit any other traffic violation. The bill also forbids mobile phone use by drivers who have a learner’s permit or who have held their license less than a year.
HB5020 has an exception for emergency calls.
The bill passed the House Transportation & Motor Vehicles Committee March 4 by a 15-3 vote after the committee amended the bill so that a ticket would be given to a mobile-phone-using driver only if that person were breaking a law or ordinance regulating the movement of traffic, rather than a violation of the Vehicle Code or a similar provision of a local ordinance.
