6/21/04-A bill that would have prohibited drivers’ use of hand-held cell phones has died.
HB602, sponsored by Rep. Reginald Meeks, D-Louisville, remained in the House Transportation Committee when the session ended in April.
The bill required the Tennessee Department of Transportation to study the effects of the use of mobile telephones and similar equipment and driver distraction on traffic safety and submit a report to the governor and the Legislature in four years. It also would have pre-empted local laws.
The measure would have permitted only “hands-free” devices in moving vehicles. It exempted emergency calls.
It called for violators to be fined from $20 to $100.
