Minnesota

5/17/04-A bill that would have required the Minnesota Department of Transportation to integrate toll proposals with existing transportation plans has died.
HF2539, sponsored by Rep. Frank Hornstein, DFL-Minneapolis, remained in the House Committee on Transportation Finance at the close of the session, effectively killing it for the year.
The measure would have also restricted “non-compete” clauses, which can be authorized for private contractors who build and manage the toll lanes to be assured no other roadways or transit alternatives would be built that might compete with the private toll lane for ridership.
It also called for establishing a legislative review process.
The toll provision was added to a larger Senate transportation bill but it too failed to gain passage before lawmakers adjourned for the year May 16.
