5/18/04-A bill that would have required the Minnesota Department of Transportation to integrate toll proposals with existing transportation plans has died.
SF2397, sponsored by Sen. Scott Dibble, DFL-Minneapolis, remained in the Senate Finance Committee at the close of the session May 16.
The bill would also have restricted “non-compete” clauses, which can be authorized for private contractors who build and manage the toll lanes to be assured no other roadways or transit alternatives would be built that might compete with the private toll lane for ridership.
It would also have established a legislative review process.
The toll provision had been added to a larger Senate transportation bill but it toll failed to gain passage before lawmakers adjourned.

3/11/04-Sen. Scott Dibble, DFL-Minneapolis, has introduced legislation that would require the Minnesota Department of Transportation to integrate toll proposals with existing transportation plans. The legislation – SF2397 – would also restrict “non-compete” clauses, which can be authorized for private contractors who build and manage the toll lanes to be assured no other roadways or transit alternatives would be built that might compete with the private toll lane for ridership.
The proposal would also establish a legislative review process.
