5/18/04-A bill that would have permitted police to pull over drivers for not buckling up and prohibited anyone in a vehicle from having an open alcoholic beverage while on the road or the shoulder has died.
HB1473, sponsored by Rep. Trent Skaggs, D-North Kansas City, remained in the House Transportation and Motor Vehicles Committee at the close of the session May 14.
Current state law prohibits only the driver from having an open container. In addition, police can issue seat-belt citations only if they stop drivers for another traffic violation.

3/2/04-HB1473, sponsored by Rep. Trent Skaggs, D-North Kansas City, would stiffen Missouri’s seat-belt law and prohibit anyone in a vehicle from having an open alcoholic beverage while on the road or the shoulder.
