3/10/04-Rep. Mary McAllister, D-Fayetteville, plans to introduce a bill this upcoming session that would make it illegal to use a cell phone while driving unless the driver uses a hands-free device.
The bill would exempt emergency calls.
State lawmakers are scheduled to convene at the Capitol May 10 for the regular session.
