6/22/04-A bill before the Assembly Transportation Committee would require the state’s highway commissioner to issue an order establishing two high accident corridors and a “Lights On” pilot program.
Under A2238, sponsored by Assemblyman John Gibson, R-Cape May, drivers would be required to use their headlights when driving in the high accident corridors, one of which would be on a portion of State Route 47 and one in the northern part of the state, if their vehicles are not equipped with operational daytime running lights.
The program would include a study of the effects of requiring drivers to use their headlights or daytime running lights. Within 21 months of the program’s establishment, the commissioner must submit a report to the governor and the Legislature including the study’s finding and recommendations. The Legislature would have an opportunity to review the recommendations and, if it disapproves of them, in whole or in part, may do so in the form of a concurrent resolution. The commissioner is required by this bill to implement any of the recommendations not disapproved of by the Legislature.
