4/14/04-A bill that would prohibit drivers’ use of hand-held cell phones has died.
Under HB76, sponsored by Rep. Floyd Esquibel, D-Cheyenne, only “hands-free” devices would be permitted in moving vehicles.
The infraction would be a secondary offense, meaning police could only ticket drivers if pulled over for some other offense. Violators would be charged with a misdemeanor.
The bill would exempt emergency calls.
