6/8/05-A bill that would included a requirement for Caltrans to identify, and the California Transportation Commission to select, three state transportation improvement program projects that increase highway capacity has died.
AB189 remained in the Assembly Transportation Committee at the deadline for bills to advance from the Assembly.
The bill was amended in committee to delete the wording in the bill that called for expanding the use of high-occupancy toll lanes in the southern part of California.
The original version, offered by Assemblywoman Shirley Horton, R-Chula Vista, would have allowed the San Diego Association of Governments – which has state authorization to operate two such projects – to add a third set of so-called HOT lanes in the San Diego region.
