6/8/05-A constitutional amendment that would have ended diversions of California highway money to other uses has died.
ACA4, offered by Assemblyman George Plescia, R-La Jolla, remained in the Assembly Transportation Committee at the deadline for bills to advance from the chamber, effectively killing it for the year.
It would have closed a loophole in current state law that allows the governor and state lawmakers to divert the money in the case of a fiscal emergency.
