6/8/05-A constitutional amendment that would have slowed or stopped diversions of highway money to other uses has died.
ACA9, offered by Assemblyman Russ Bogh, R-Yucaipa, remained in the Assembly committees on Appropriations and Transportation at the deadline for bills to advance from the chamber, effectively killing it for the year.
The amendment sought to close a loophole in current law that allows the governor and state lawmakers to divert the money in the case of a fiscal emergency.
Currently, a two-thirds vote in each chamber is needed to divert the money.
Bogh’s proposal would have required a four-fifths vote.

2/9/05-Assemblyman Russ Bogh, R-Yucaipa, has offered a constitutional amendment to slow or stop diversions of highway money to other uses.
The new amendment, ACA9, would close a loophole in current law that allows the governor and state lawmakers to divert the money in the case of a fiscal emergency.
Currently, a two-thirds vote in each chamber is needed to divert the money.
Bogh’s proposal would require a four-fifths vote.
