7/22/05-A bill that sought to set up a congestion and environmental quality commission at the Los Angeles-Long Beach and Oakland ports has died.
SB762, sponsored by Sen. Alan Lowenthal, D-Long Beach, remained in the Assembly Transportation Committee at deadline to advance, effectively killing it for the year. It previously passed the Senate.
The bill would have created port commissions that would determine the number of intermodal trucks needed to efficiently move freight in and out of the ports. The commission would also give permits – granted through a scoring system that considers truck emissions – to allow motor carriers to haul the freight.
It was intended to improve “the quality of the trucks that operate at the ports and ultimately increase the wages to these port truck drivers without increasing shipping rates,” Lowenthal wrote.
