6/8/05-A bill that would have allowed ships that use low-sulfur fuel to berth at the Los Angeles-Long Beach complex before other vessels has died.
SB763, sponsored by Sen. Alan Lowenthal, D-Long Beach, remained in committee at the deadline for bills to advance from the Senate, effectively killing it for the year.
It required the program to be implemented by June 2006.
