5/31/05-A bill that would have permitted police to pull over drivers who are not wearing their seat belts has died.
House lawmakers voted 32-32 on the bill’s passage, failing by one vote to move it to Gov. Bill Owens. HB1138 previously passed the Senate.
Currently, police can issue seat-belt citations to drivers only after stopping a vehicle for another traffic violation.
Under the proposal, drivers found in violation would be fined at least $15. No points would be assessed against the drivers’ licenses.

2/9/05-The House Transportation and Energy Committee voted 7-4 on Feb. 2 to advance a measure that would permit police to pull over drivers who are not wearing their seat belts.
HB1138 now heads to the House Appropriations Committee for further review.
