5/31/06-A proposed amendment to the state’s constitution – ACA11 – that was intended to assure that state fuel taxes are spent on transportation work has died. A similar measure – SCA7 – however, has been approved by the Legislature.

4/10/06-A bill in the Assembly Appropriations Committee is intended to assure that highway funds for the state will not go for other uses.
Sponsored by Assemblywoman Jenny Oropeza, D-Carson, the proposed amendment to the state’s constitution that would ensure state fuel taxes are spent on transportation work.
Oropeza, chairwoman of the Assembly Transportation Committee, said raids on road, bridge and mass-transit dollars in recent years into the state general funds breaks faith with California voters who agreed, overwhelmingly passing Proposition 42 in 2002, that fuel pump sales tax revenues be used solely for transportation.
However, that law allows the governor and state lawmakers to divert the money in the case of a fiscal emergency.
The proposed constitutional amendment – ACA11 – would eliminate the suspension provisions in Proposition 42 while allowing limited, short-term borrowing.
The proposal won unanimous approval in the Assembly Transportation Committee early this year.
