8/30/06-A bill that would have required all renewable diesel sold in California for use in internal combustion engines to contain biodiesel has died.
Sponsored by Sen. Christine Kehoe, D-San Diego, the bill would have required diesel to include at least 2 percent biodiesel by Jan. 1, 2008, and at least 5 percent biodiesel by Jan. 1, 2010. Consumers in the state now use more than three billions gallons of diesel annually.
Assembly lawmakers voted 40-33 to reject the bill – SB1675. The Senate previously approved it.
The measure would have permitted the California Air Resources Board to grant exemptions to those requirements if it finds that engine performance, engine emissions, or both, would be adversely affected by the standards. The board could also grant exemptions if it found that those standards are not economically feasible.
In addition, CARB would have been allowed to temporarily suspend those requirements if fuel supplies are shown to be inadequate.
