6/20/06-Gov. Kathleen Blanco signed a bill June 2 that defines nails as litter, along with gravel, sand, rubble, containers, disposable packages, can, bottles, furniture, garbage, appliances and building materials. The fines for littering depend on the amount of litter dumped and the intent of the person who discards it. A citation for littering could only be issued if a law enforcement officer witnessed the violation.
The new law, previously HB1210, takes effect Aug. 15.

Sponsored by Rep. Juan LaFonta, D-New Orleans, HB1210 is awaiting consideration on the Senate floor. The House already approved it.
