12/5/06-A bill that would have required all drivers in the state to keep their hands off the phone has died.
Sponsored by Rep. Josh Shapiro, D-Montgomery, HB2821 remained in the House Transportation Committee when the session ended, effectively killing it for the year.
The bill would have banned hand-held cell phone use while driving. Talking on a phone equipped with a “hands-free” device would have still been permitted.
The measure would have made it a summary offense to drive while using a hand-held phone. Violators would be fined $250.
Emergency calls would have been exempted.
