12/1/06-A bill intended as an incentive for truck owners to buy new Class 8 models has died.
Sponsored by Rep. Karen Beyer, R-Lehigh, HB2997 remained in the House Appropriations Committee when the session ended last month, effectively killing it for the year.
The bill would have created a new diesel technology tax credit of up to $3,000 per vehicle for individuals and businesses toward the purchase of a Class 8 truck containing an engine that meets the new emissions limits set by the Environmental Protection Agency.
The new standards require manufacturers to either upgrade their current trucks with new technology or purchase new trucks with the cleaner technology already installed.
The measure also would have required the Pennsylvania Department of Revenue to submit an annual report to state lawmakers about the effectiveness of the tax credit. In addition, issuance of tax credits would have been prohibited beyond the taxable year ending on Dec. 31, 2008.
