10/10/06-A bill has died that would have allowed judges to assess a “traffic congestion fee” on anyone cited for reckless driving in a wreck that caused significant traffic delays. The fine would have been as much as $10,000.
Sponsored by Delegate Phillip Hamilton, R-Newport News, HB5046 was killed in the House Committee for Courts of Justice.
The bill would have deposited revenue from the fee into the transportation trust fund.

9/20/06-A bill expected to draw consideration during the four-day special session on transportation that starts Wednesday, Sept. 27, would allow judges to assess a “traffic congestion fee” on anyone cited for reckless driving in a wreck that caused significant traffic delays. The fine would be as much as $10,000.
Sponsored by Delegate Phillip Hamilton, R-Newport News, HB5046 would deposit revenue from the fee into the transportation trust fund.
