10/10/06-A bill has died that would have created a regional transportation authority with the power to levy tolls to pay for roadwork and upgrades on all major bridges and tunnels in Hampton Roads.
Sponsored by House Transportation Committee Chairman Leo Wardrup, R-Virginia Beach, HB5091 remained in the House Appropriations Committee at the deadline to advance from the chamber to the Senate.
The bill would have allowed for tolls on existing roads, bridges and tunnels. Rates could have varied between water-crossings and fluctuate by time of day.
Electronic tolls would have been required to be used to minimize congestion at collection points.
