3/21/06-The Senate Transportation Committee killed a bill that would have required drivers in the state to keep their hands off their phone.
SB16 would have banned hand-held cell phone use while driving. Talking on a phone equipped with a “hands-free” device would have still been permitted.
Those found in violation could have opted out of a fine if they provided proof that they obtained a “hands-free” device since they were ticketed. But, that defense would have only worked one time. Subsequent offenses by the same driver would not have had that option.

12/28/05-Sen. Henry Marsh III, D-Richmond, has prefiled a bill that would require drivers in the state to keep their hands off their phone.
SB16 would ban hand-held cell phone use while driving. Talking on a phone equipped with a “hands-free” device would still be permitted.
Those found in violation could opt out of a fine if they provide proof that they obtained a “hands-free” device since they were ticketed. Subsequent offenses would not apply.
The bill has been referred to the Senate Transportation Committee for consideration in the legislative session that begins Jan. 11.
