4/24/07-A bill has died that would have banned all drivers from using cell phones while driving.
Sponsored by Rep. Mike Jaros, DFL-Duluth, HF41 remained in the House Public Safety and Civil Justice Committee at a deadline to advance, effectively killing it for the year.
The bill would have forbidden drivers in the state from talking on cell phones - even phones with "hands-free" accessories - while behind the wheel.
The bill would have made it a secondary offense to drive while chatting - meaning a person would have to be pulled over for another violation, such as speeding, before they could be ticketed for talking on the phone.
Emergency calls would have been exempted.
