6/25/07-A4146 was substituted by a bill - S1099 - that has moved to Gov. Jon Corzine's desk.

5/30/07-The Assembly Consumer Affairs Committee voted unanimously to release a bill to the full chamber that would make it illegal to type, read or send text messages while at the wheel.
Sponsored by Assemblyman Paul Moriarty, D-Gloucester, A4146 would allow police to pull over drivers solely for violating the rule. Offenders would face fines up to $250.
The bill has been forwarded to the Assembly floor for possible consideration. An identical bill - S2764 - is awaiting assignment to committee in the Senate.

4/23/07-Assemblymen Paul Moriarty and David Mayer, both Democrats from Gloucester, and Assemblywoman Nilsa Cruz-Perez, D-Camden, have offered a bill that would allow law enforcement to pull over drivers solely for sending text messages. Under A4146, violators would face up to $250 fines.
The bill has not yet been scheduled for review by an Assembly panel.
