3/6/07-A bill died that sought to make it a secondary offense for novice drivers to talk on hand-held cell phones or text message while behind the wheel.
Sponsored by Rep. Kory Holdaway, R-Taylorsville, HB217 was awaiting assignment to a Senate committee when the session ended. The House previously approved it.
The bill would have allowed talking on phones equipped with a "hands-free" accessory. Emergency calls or calls made as part of job duties would have been exempted.
