4/7/08-A bill has died that would have aided local governments raise revenue locally to speed up major transportation projects.
Sponsored by Senate President David Williams, R-Burkesville, SB7 authorized the creation of local public infrastructure authorities. Such entities would have been able to issue bonds, create tolls for roads and bridges, buy property and enter into contracts with the federal government.
Authorities would have been required to get approval from Kentucky lawmakers and the governor before proceeding with any plans. They also would have been included under the state’s open records law.
The legislative effort can be brought back for consideration during the 2009 regular session.

2/21/08-A bill in the Senate Transportation Committee would authorize the creation of local public infrastructure authorities. Changes have been offered.
Sponsored by Senate President David Williams, R-Burkesville, SB7 would allow such entities to issue bonds, create tolls for roads and bridges, buy property and enter into contracts with the federal government.
Authorities would be required to get approval from state lawmakers and the governor before proceeding with any plans. They also would be included under the state’s open records law.
Sen. Tim Shaughnessy, D-Louisville, has filed four amendments to the bill to set parameters and require accountability through elected officials.
Among the changes sought is a requirement that local authorities have eight members with four members provided by the city of Louisville and state government. Another change would allow infrastructure authorities tolling authority only on new construction; and require a sunset on the tolls 30 days after the bonds for projects are paid off.
