Sponsored by Delegate Frank Turner, D-Columbia, HB380 was killed by the House Environmental Matters Committee.
The bill would have made it illegal for people to operate a motor vehicle while writing, typing, viewing or sending text messages on a mobile telecommunications device, such as a BlackBerry.
Violators would have faced $500 fines.
