6/23/08-A bill has died that sought to use sales taxes paid on vehicles to help pay for building and repairing the state’s roadways. That money now goes to the general fund.
Sponsored by House Speaker Bobby Harrell, R-Charleston, H4549 died in the Senate Finance Committee. The House previously approved it.
Eventually, the measure would have routed more than $100 million annually to the state’s Department of Transportation and the South Carolina Transportation Infrastructure Bank. That money would have helped pay the debt on a future $1 billion bond issue.

5/8/08-The House voted 90-10 to approve a bill that would use sales taxes paid on vehicles to help pay for building and repairing the state’s roadways. That money now goes to the general fund.

3/27/08-The House Ways and Means Committee approved a bill that would help patch up the state’s highways. The bill awaits further consideration on the House floor.
Sponsored by House Speaker Bobby Harrell, R-Charleston, H4549 was amended in committee to require that in fiscal year 2008-2009, there must be transferred from nonstate tax revenues in the State Highway Fund to the State Highway Account of the South Carolina Transportation Infrastructure Bank an amount equal to $10 million.
In each succeeding fiscal year, an additional $10 million must be added to the cumulative total of the transfer in the prior fiscal year and similarly transferred until the amount of the transfer equals 50 percent of the amount required to be transferred to the State Non-Federal Aid Highway Fund pursuant to this section in each fiscal year.

2/15/08-A bill in the House Ways and Means Committee would help patch up the state’s highways.
