2/22/08-A bill has died that would have applied “bad-driver” fees to all drivers who use Virginia roads. State law now limits fines to residents.
Sponsored by Delegate Thomas Rust, R-Herndon, HB448 remained in the House Transportation Committee at the deadline to advance to the House floor, effectively killing it for the year.
The bill also provided that a civil remedial fee will not be imposed for driving on a suspended license if the suspension or revocation was based solely upon a person's failure to pay a court fine, court cost, or civil remedial fee.
No fee would have been imposed for reckless driving when the violation was as a result of traveling less than 80 mph in a 55 mph zone or less than 90 mph in a 65 mph zone.

1/7/08-Delegate Thomas Rust, R-Herndon, HB448 has filed a bill for consideration during the upcoming regular session that would apply “bad-driver” fees to all drivers who use Virginia roads. State law now limits fines to residents.
HB448 also provides that a civil remedial fee will not be imposed for driving on a suspended license if the suspension or revocation was based solely upon a person's failure to pay a court fine, court cost, or civil remedial fee.
The bill also would provide that no fee is to be imposed for reckless driving when the violation was as a result of traveling less than 80 mph in a 55 mph zone or less than 90 mph in a 65 mph zone.
It is awaiting assignment to committee.
