Truckers seek bipartisan legislation for restroom access
The Owner-Operator Independent Drivers Association supports a new bipartisan bill aimed at providing restroom access for truck drivers. U.S. House of Representatives. Reps. Troy Nehls (R-Texas) and Chrissy Houlahan (D-Pa.) reintroduced the Trucker Bathroom Access Act (HR2514) on March 31, 2025.
This critical piece of legislation would require facilities that already provide restroom access to employees or customers to extend that access to truck drivers when they are picking up or delivering freight. The bill has gained significant support, with Reps. Brian Babin (R-Texas) and Hillary Scholten (D-Mich.) signing on as original co-sponsors.
Key provisions of the bill include:
- Requiring businesses such as retailers, warehouses, and other facilities to allow truck drivers to access restroom facilities when picking up or delivering cargo.
- Not mandating the construction of new restroom facilities, ensuring that businesses only need to make existing restrooms available.
- Ensuring that operators of ports and terminals provide bathroom access to drayage drivers.
OOIDA President Todd Spencer expressed the association’s support for the bill, highlighting the daily challenges truck drivers face when denied restroom access.
“Over 70% of America’s freight is carried by trucks, yet every day, truck drivers are forced to hold it because they aren’t allowed access to restrooms while picking up or delivering freight,” Spencer stated. “We thank Reps. Nehls and Houlahan for their leadership on this issue, and we look forward to working with them to get this commonsense, bipartisan legislation signed into law.”
Rep. Nehls, who first introduced the bill in 2022, expressed his optimism about the bill’s prospects. “Truckers are this nation’s backbone,” Nehls said. “Our hardworking truckers keep this country moving and should have access to bathroom facilities. It’s common sense.” He also intends to file the bill as an amendment to the upcoming highway bill.
The bill has garnered broad support from organizations across the trucking industry, including the International Brotherhood of Teamsters, the Women in Trucking Association, and She Trucking.
The Trucker Bathroom Access Act is expected to receive continued support from both the trucking industry and members of Congress as it moves forward in the legislative process.
